Q. Consider a panel with circuit breaker, control circuit, and GFCI receptacle. Would this panel require SCCR rating?

A. If the panel contains a power circuit then yes. If panel only contains a control circuit and the GFCI receptacle is intended for connection of a control circuit load and marked in accordance with Section 59 then no.
